iCall is location agnostic, meaning that whether you are in Paris or New York, if you are dialing a telephone number that is not a USA or Canadian telephone number, you must first dial the country code.
In order to dial any phone number outside of the USA and Canada, you must prepend the phone number with "011".
So if you wanted to dial the Cartoon Museum in London, England (whose phone number is 44 20 75808155), whether you are physically located in the USA or London, you would dial "011 44 20 75808155"
